Update on WT BREF* review [no action required for the time being]

European Compost Network (ECN) and European Biogas Association (EBA) are taking a pro-active role in the review of the WT BREF to ensure this process does not result into a document that is too stringent, or rigid and that undermines the biological treatment sector in Europe.

The REA is an active member of both organisations and is actively working with them to inform this review.
The following sub-groups have been set by ECN/EBA to produce a concise document setting out best available techniques for biological treatments:
• sub-group on open air windrow composting
• sub-group on enclosed/indoor composting
• sub-group on MBT
• sub-group on anaerobic digestion

This document will be based on available national and European guidance documents and will be shared with the JRC-IPTS** and the Technical Working Group only once finalised. We hope that the JRC will consider these BATs for inclusion in the WT BREF.

I have been tasked with leading the sub-group focused on enclosed composting; in addition, the ORG team will also been involved in the drafting of the other BATs and will have an opportunity to provide feedback on the work delivered by the three other sub-groups.

I will need to deliver a draft BATs for enclosed composting to ECN/EBA by 3rd April. This will be discussed at the next ECN meeting on 8th April in Cologne. Drafts produced by the other sub-groups will also be discussed at the same meeting.

Following that, during April I will consult with you and gather your views on the draft BATs and ensure your comments are taken into account.
Finally, during May ECN/EBA will exchange the finalised BATs with other Member States and the JRC.


*This is the European reference document setting out conclusions on what represent Best Available Techniques (BAT) for waste treatments (including biological treatment). Currently under review, the new version of this document will be published in 2016.
