European End of Waste criteria for composts and digestates

We have heard informally that it is unlikely that the Commission will make a proposal for an End of Waste regulation for composts and digestate. This seems to be a reaction to the difficulties of getting agreement on end of waste criteria for other materials such as paper.
 
The implication is that we should be able to continue with our national criteria in the Quality Protocols for compost and digestate. It is possible that some elements of the JRC’s proposal may be included in the ongoing revision of the fertiliser regulations but we don’t know any more than that at this stage.

Defra hope to have a formal confirmation of the Commission’s plans at the Technical Adaption Committee meeting at the end of March.
