EA consult with industry regarding Permit Compliance and Earned Recognition.
The Environment Agency has held a number of workshops recently to discuss forthcoming changes to the way in which they assess a site's environmental compliance with their permit and how they would like to see a move towards fully compliant sites taking on an element of self-regulation.

The current scheme is based on the use of the Common Incident Classifications Scheme (CICS) with scores for breaches being accumulated over a full calendar year. This scheme has been recognised by industry and the EA as being overly complicated and difficult to understand with EA officer interpretation often leading to a lack of consistency across the country.

Details on an alternative approach to permit compliance can be seen within this presentation made by the EA at a recent workshop. There is still much discussion to have on the subject but any feedback you have should be made in the first instance to jeremy@r-e-a.net

Earned Recognition was also discussed in some detail at the same workshop. There is an aspiration within the EA that businesses that achieve an enhanced environmental performance should be rewarded with a lighter regulatory touch in response to the fact that the risk they pose to the environment is less. A proposed scheme such as this will enable the EA to focus their attention on the poorer performing sites and so use their limited resources more effectively. The use of existing 3rd party assurance schemes was also discussed and such a scheme that may be taken into consideration could be one such as  PAS 100 Certification.

The REA has expressed the opinion that industry is seeking a reduction in fees with a lighter regulatory touch for compliant sites that are open to the majority rather than being exclusive and does not restrict SMEs from participating, as the majority of ORG members fall into this category.
