APHA Introduction of fees for statutory services

APHA has published a report regarding the introduction of fees for statutory services.  This follows on from a consultation in 2015, which ran from 26th October to 14th December 2015. REA consulted our members and responded to the consultation - see here for details.

 The report outlines their response to the proposal to introduce fees for:
  • Approval and registration of animal by-products sites
  • Approval of pet passports
  • Animal Gatherings (England and Wales only)
Annex B in the report sets out the likely fees for Animal by-product sites with the Agency’s preferred option being a phased introduction with 50% of Full Cost Recovery (FCR) for Actual Unit Fees in first year and 100% in second year.

The delay in publishing is due to a number of factors. The fees for these services apply across Great Britain and APHA has ensured that there is continued agreement to proceed with the revisions, particularly in the context of EU Exit preparations.  It has taken longer than anticipated to reach this position.  

The report addresses issues raised by respondents and outlines next steps through which APHA will work towards introducing the new fees. Further updates will be publicised in due course.
