Best Available Techniques for biological treatments (Action needed from REA members)

Chapter 4 of the WT BREF
The European document setting our conclusions of what represent best available techniques for the waste treatment sector is being reviewed. This document is called WT BREF. Chapter 4 is one of the most important chapters of the WT BREF, as it includes a list of techniques that will be considered for the determination of BATs. 

A draft chapter 4 is currently being drafted by various experts within European Compost Network and European Biogas Association and will be handed over soon to the IPPC Bureau (the body responsible for the review of the WT BREF). 

Deadline for providing comments on draft CHAPTER 4:
 
• Section 1 (generally applicable techniques): 10th June 
• Sections 2.1 and 2.2 (general composting plus outdoor composting):  6th June 
• Section 2.3 (indoor composting): 10th June 
• Section 2.4 (AD): 10th June 
• Section 2.5 (MBT): 6th June 

All comments should be sent to Kiara (Kiara@r-e-a.net). Comments should be clear, technically justified and where possible please suggest an alternative or additional text to address the comments. 
 
Please note that this may be the last chance you have to provide any input on this chapter before it is handed over to the JRC (the IPPC Bureau). 
 
In the autumn the Bureau will release a first draft of the WT BREF to the Seville Technical Working Group Members for comments. However, while up to now European Compost Network has led the drafting, the whole thing will then be completely in the hands of the Bureau, so it may be much more difficult to influence what goes in the final version at that point. 

Data collection 
The JRC has recently released a draft questionnaire that will be used from June onwards to collate data on waste treatment plants' environmental performance from operators.  The questionnaire is very complicated and will be extremely time consuming for operators to complete. The JRC questionnaire sub-group will meet on 5th June in Seville to discuss and finalise the draft. 

REA have stressed that: 
  • a new much improved draft questionnaire should be released for testing before the JRC sends the final version to the operators for the data collation. 
  • The JRC need to give operators sufficient time to complete the questionnaire as it will be very time consuming. 
  • The JRC is currently keeping the industry in the dark on how they will handle these data once they have received it. They must provide much more clarity on how the data will be assessed and used to draw BAT conclusions. They should also be extremely transparent throughout the process on how the data are handled, used and interpreted. Data should never be interpreted in isolation, without a proper consideration of the plant’s contextual information 
 
Emerging technologies
On a different note, the BREF representative for Denmark has been tasked with drafting chapter 6 (emerging technologies) of the WT BREF which relates to biological treatment. If you have any emerging technology/technique to suggest for inclusion, please let Kiara know by lunch time on 13th June. If possible, please send Kiara a description of the technology/technique. 

Please note that ‘emerging technique’ are defined as ‘a novel technique for an industrial activity that, if commercially developed, could provide either a higher general level of protection of the environment or at least the same level of protection of the environment and higher cost savings than existing best available techniques.’
